Heat

Thermal energy (heat and cooling) represents a significant share of the energy consumption in Wallonia. Like electricity, thermal energy can be shared and distributed via what are known as thermal energy networks (known by the French acronym RET).

These networks consist of pipes in which a heat-transfer liquid, generally water, circulates to distribute this energy. Although they require major infrastructure and facilities, these systems have the advantage of being highly adaptable in terms of energy generation and consumption by diversifying user profiles.

To facilitate the development of these networks and comply with European directives, Wallonia has enacted several pieces of legislation that regulate the thermal energy production and distribution market, including a decree and a Walloon Government Ordinance (known by the initials AGW).

The different roles assigned to participants in a thermal energy network are set out in these pieces of legislation, which define in particular the concepts of "thermal energy network operator" and "thermal energy supplier."
In light of the current development of the legislative framework, ORES is actively exploring opportunities to assume the role of a thermal energy network operator, covering various aspects such as metering, connections, pipeline installation, and network sizing.
